I then went to describe v*.99 tag in

what I wrote may need a cleanup, please review:

(I would also add info about v*.99 to
https://wiki.zephyrproject.org/view/Development_Model#Release_Cycle
section, but from a quick read, what's written there doesn't exactly
correspond to what we have in reality, so I refrained from touching it
at least until I re-read the doc completely).
