Re: License boilerplate on new files

Perhaps it is a little late, but has anyone sought legal council to
determine if the SPDX header is a sufficient license marker? I'm not aware
of any project using it in lieu of actual license text. I thought SPDX was
more intended to avoid the need to parse license comments, and not to be
used instead of them.
