Zephyr 3.3.0 released

Hello Zephyr community,

We are pleased to announce the release of Zephyr version 3.3.0.

Major enhancements in this release include:

* Fuel Gauge subsystem for battery level monitoring
* USB-C device stack with PD (power delivery) support
* DSP (digital signal processing) subsystem with CMSIS-DSP as the
default backend
* Picolibc support for all architectures when using Zephyr SDK

The merge window is now open; feature and enhancement pull requests may
be merged to the main branch.
