fail to install python dependencies

Hi,

I tried this, but the following error came out. What should I do?
$ pip3 install --user -r zephyr/scripts/requirements.txt

Command "python setup.py egg_info" failed with error code 1 in /tmp/pip-build-hvx0atyk/pyocd/
