Hi everyone,

During today's Zephyr TSC meeting, we voted to move the release date for
Zephyr v3.1 to 1 week earlier. This affects the feature freeze date as
well, by the same amount of time.

The main reason is to avoid overlap with Zephyr Developer's Summit 2022,
which conflicts with the previous release date.
